JULY
2009
Did you know
that one year later, Eanes ISD still
refuses to answer the question.
Comparing
public information from 2004 and
2009, Susan Bushart creates a list
that appears to reflect an alarming
increase in administrative positions
at the very same time the
district is eliminating teacher
positions. Susan asks the
Eanes ISD Communications Director
Dale Whitaker to review the list for
accuracy. The
COMMUNICATIONS DIRECTOR (one of the
newly-created positions in Eanes ISD
refuses to answer.)
At the end
of the day, it is clear the Eanes
ISD leadership doesn't want the
public to know about the dramatic
rise in administrative positions.

RE: Increases in Administrative
Positions
As a taxpayer contributing to Eanes
ISD, I am interested in accessing
accountability for how the money I
contribute is spent. Current
deliberations in board meetings have
referenced budget deficits and
potential programming cuts. I am
trying to determine how the apparent
increases in central administration
staff is impacting our budget
shortfalls. To gain a better
understanding, I have asked the
Eanes Director of Communications to
provide answers to some of these
questions. As you will note below,
this information is not easily
obtained from our district leaders
paid to 'communicate' with the
public.
It is important to recognize that
another community member previously
attempted to access answers to many
of these same questions via
communications with Eanes Board
President Jim Strickland without
success. To date, Mr. Strickland has
been unable or unwilling to provide
accurate answers. See:
http://www.keepeanesinformed.com/why.htm
It is my opinion that when reviewing
areas to cut expenses in Eanes ISD,
the Eanes Trustees have the
responsibility to carefully review
the data I have gathered (and
attached below) illustrating the
apparent addition of several
administrative positions since
Superintendent Wellman's arrival in
2004. Can these funds be redirected
to the teachers, students and
classrooms? Deliberations in open
session of these matters would be
appropriate in order to allow for
the public's complete and accurate
understanding of the matters at
hand.
Thank you for your time and
consideration of these thoughts and
information.
Sincerely,
Susan Bushart

RE: Increases in Eanes ISD
Administrative Staff
Dr. Wellman,
Earlier today I sent a communication
to the Eanes ISD Communications
Director Dale Whitaker. As noted, I
am concerned about the consideration
of cuts to programs for Eanes
students in response to budget
shortfalls. I am wondering if what
appears to be the growth in
administrative positions is
contributing to budget shortfalls,
and asked Dale Whitaker for answers
to questions relating to those
positions. Despite my clarification
that this is not a request to access
public information, Ms Whitaker has
apparently declined to respond and
simply forwarded my correspondence
to Bernadette Gonzales to process as
a request for public information.
To reiterate previous
clarifications: This is not a
request to access public
information.
I am sending you this communication
thread for review as Superintendent
of Eanes ISD with the authority to
assure my original communication is
not processed as a request for
public information. If Ms. Whitaker
is unable or unwilling to respond to
my inquiry, I am hoping that you
will take the opportunity to provide
me with answers to the questions I
presented earlier today.
I look forward to your response.
Thank you,
Susan Bushart

Dear Ms. Gonzales,
As I have already clarified for Dale
Whitaker at 10:20 a.m. this morning
(see attachment below), this is NOT
a request for public information. I
have not asked to access any public
documents. Rather, I have made an
inquiry to the Eanes Director of
Communications and am awaiting her
response in that capacity. If I had
wanted access to public documents, I
would have directed my original
correspondence to you in your
capacity as Records Coordinator. I
have not done that.
Thank you,
Susan Bushart

Dale,
This is not an open records request.
Rather it is a request to you in
your capacity as Director of
Communications for Eanes ISD for a
response. I am not requesting access
to any specific public documents at
this time.
Thank you,
Susan Bushart

RE: Additions to Eanes
Administration
I've been comparing data that I have
gathered regarding positions
added to the Eanes Central
Administration since Nola Wellman's
arrival
in 2004. At a recent meeting of the
board of trustees, budget
shortfalls were discussed. The first
suggestion to remedy the problem
was to cut programs. Central
Administrative positions pay hefty
salaries and those collecting the
checks don't interact with the
students on a daily basis. They do
however, seem to travel a lot to
conferences in the U.S. and abroad.
Reference a recent trip taken by
three administrators to China:
www.westlakepicayune.com/2009/07/15/officials-visit-china-to-broaden-global-learning-curriculum/
Eanes ISD appears top heavy. Please
let me know if any new positions
added since Superintendent Wellman's
arrival are not on this list.
Also please notify me, if positions
I have noted below are not in fact
new positions.
Meanwhile, parents are expressing
concern about increasing class sizes
in the elementary schools and
proposed cuts to programs.....
What are the associated costs and
how have they impacted the
classroom/
individual student and teachers?
What is the average salary for
these additional administrators?
